Japan industrial output on the rise

Japanese industrial output increased by 2.4% in June, the fourth month in a row of rising production.

Does this signal the start of an economic recovery? Any country heavily dependent on exports to the U.S — such as Japan, South Korea, and Singapore — are far from out of the woods.
